Nipigon Volunteer Fire Department

The Nipigon Fire Department was formed in 1949 to provide protection to the approximately 2.000 inhabitants of Nipigon with about 700 residential and 25 commercial structures in the town.

They also provide protection , under contract, to 3 hydro electric plants that are situated up to 35 kms away.

Additional to the fire protection, they provide auto extrication on both major highways that run across Canada responding 50 km east and 50 km west on highway 17 and 60 km north on highway 11 and all secondary roads within that area.

The Fire Department consists of a Fire Chief , a Deputy Chief, 4 Captains and up to 24 Fire Fighters.

Freedom of Information

Municipal Freedom of Information and Protection of Privacy

In Ontario, the Municipal Freedom of Information and Protection Act (MFIPPA or "the Act") governs how requests for public or one's own personal information are treated by municipalities, local boards and other institutions (as specified under the Act). This legislation requires municipalities to protect personal information that has been collected by the Township, while also balancing the disclosure of records of interest to the public.

In Nipigon, like many other municipalities, Council has delegated the responsibilities and powers of performing the duties of the Municipal Freedom of Information Coordinator, also known as the "Head of the institution," to the Municipal Clerk. The Municipal Clerk responds to, and ensures all requests are in compliance with the Act.

The Act provides the right of the public to access municipal records, subject to certain limitations and exemptions, and the right to access one's own personal information held by a municipality.

Making a Request

An individual wishing to access municipal documents should begin the process by contacting the Municipal Clerk. Many documents are available to the public as a matter of course, through the Township's routine disclosure and active dissemination procedures. If the record in question has not been released (or soon to be released) through routine disclosure and active dissemination, the Municipal Clerk will advise the requester that he/she must complete the Freedom of Information Record Request Form and submit a $5.00 Application Fee, both of which are prescribed by the Act. It is advised that the individual provide as much detail as possible in order to assist in the search for the record.

A written response to the request will be provided within 30 calendar days, advising whether or not access to the requested record(s) will be granted. If the Township requires an extension to prepare a response, you will be notified within 30 days of making your request.

The Municipal Clerk may provide a fee estimate before the request is completed and in some cases a deposit of 50% of the estimated fee will be required before the search begins. A fee of $7.50 per quarter hour will be charged for research, preparation and compilation of requested records. Additional fees for photocopying and other permitted fees may be imposed, as provided for under the Act.

The Act gives individuals the right to appeal any decision made by the Township of Nipigon that relates to access of records or personal information within 30 days of receiving the Township's decision. The Appeal Fee is $10.00 for personal information is and $25.00 for all other requests.

Donation Policy

  1. The following criteria will be the primary factors considered when Council is reviewing a donation to the public or an organization towards the costs for travel, equipment, event sponsorship or fundraising:
  2. The organization or individual shall be to a local (Nipigon) except in such cases where Nipigon is being represented or promoted as part of the region (Nipigon, Red Rock, Dorion, Lake Helen).
  3. The organization shall be non-profit or an individual requiring assistance to defray costs associated with attending or hosting a function as a representative of Nipigon or region.
  4. The request shall be made in writing to Council stating why funding assistance is necessary, how it will be used, and where appropriate include the organization's mandate. Once completed a financial report should be provided to Council out linin g all funds received and its usage.
  5. Preference will be given to groups, organizations or individuals who are carrying out a function that Council believes will be a benefit to the community as a whole or a significant portion of the population or that brings recognition and pro mot es the community on a Regional/Provincial/National level. Mandates that include initiatives that benefit youth activities and positive contributions to the community including educational benefits will begiven some priority.
  6. These donations request are considered on a per event basis not ongoing annual contributions towards events.
  7. Council will review requests at a regular meeting after submission and reserves the right to approve or not approve any or all such requests while considering that in general approvals are for $50.00 - $200.00 with a maximum total annual budget of $4000.00.

Zoning By-law

The Township of  Nipigon’s Zoning By-law regulates the use of land and location of any buildings and structures. It states exactly what land uses are allowed and provides details such as:

  • where buildings or structures can be located
  • types of uses and dwellings permitted
  • standards for lot size, yard dimensions and setbacks, building height and parking requirements

If you are planning a new development, you need to ensure that your proposal complies with the Zoning By-law. If not, you will need to apply for a Zoning By-law Amendment.

Official Plan

The basic intent of this Official Plan is to guide future development to areas where it is most suited and to protect the environment of the Township in order to preserve, protect and enhance the character and economy of the Township.

The Official Plan is intended to form the foundation for decisions of Council and government agencies. This Official Plan is also intended to provide members of the public with a sense of assurance as to the future development of their lands and the lands around them. The policies of this Official Plan are intended to clearly describe development policies and the plans of the Township and to delineate a future development plan for the Township. In addition, this Plan will guide public works and other capital investments of the Township.

This Official Plan is intended to manage land use change in a manner that has the greatest positive impact on the Township while ensuring the sustainability of the environment and the character of the community. This Official Plan establishes the pattern that development within the Township of Nipigon should follow until 2032. In accordance with the Planning Act, this Plan will be reviewed at least every five years to determine whether the basis has changed and whether the Official Plan continues to manage change and growth in the Township. Where the term ‘development’ is used in this Plan, the policies apply to proposals that requiring planning approval from the Township.

How do I purchase a plot or columbaria?

Plots or columbarias may be purchased from the Township.

Am I allowed to do repairs or alterations to a monument?

Only municipally authorized and licenced monument dealers may carry out any work in Municipality-owned cemeteries.

May I place decorations on our columbarium or lot?

Permitted Uses

  • Flowers must be placed in front of marker only.
  • The size of the flower bed can extend to a maximum of one foot from the front border of the marker.
  • Unbreakable containers.
  • Artificial flowers will be permitted in a container.
  • Wooden crosses or memorials for up to 5 years from interment date (max size 1 meter from finished grave).

Not Permitted

  • Borders, fences, railing, wall and cut-stone copings
  • Trees, shrubs and hedges
  • Glass and ceramic items

A Delegation Request Form must be submitted by Thursday prior to the Council meeting. Council will consider your request and grant an audience for a future meeting date.

At the time of your audience with Council delegates are permitted to speak for 20 minutes. Debate is not permitted at this time.

  • No person shall be permitted to address Council on a subject not on the agenda unless by permission of Council.
  • Delegations addressing Council shall be limited to a maximum of 20 minutes. No one group or delegation may appoint more than 2 persons to speak on their behalf.
  • Members of Council only may ask questions of the deputations.

If an individual appears as a delegation before Council, a further deputation from the same individual concerning the same topic(s) will not be permitted, unless there is significant new information to be brought forward, subject to approval by the Mayor and Clerk. Specific new information must be identified on this form and / or attached for approval.

All requests must include a copy of the presentation materials. Failure to provide the required information on time will result in a deferral or denial. Delegations are limited to 10 minutes. I have read and understand the information contained on this form, including any attachments, will become public documents and be listed on the Agenda.
