Elections for municipal government are held every four years on the fourth Monday of October. 

The Township of Nipigon elects one mayor and four councillors.

Councillor Cartwright has lived in Nipigon for 31 years with her husband Terry and son Steven. Formerly of Thunder Bay, she has been the owner of the Nipigon General Store for over 17 years. She is a long-time member for the Superior Greenstone Association of Community Living. She enjoys hiking, gardening and home improvements projects. Councillor Cartwright possesses strong community values and is not afraid to accept new challenges. She lives by the motto, “Be the change you want to see”.

Gayle has lived in the Nipigon area her entire life.  During her career in Human Resources that spans over 40 years she worked as HR Group Leader for the Ministry of Natural Resources, followed by Executive Assistant at the Red Rock mill and retired from Goldcorp Canada at their northern Musselwhite Mine.  Diverse experience gave  her a  better understanding of best practices, policy, financial and budgets.
Since retiring and in addition to her role as Councillor you can find Gayle at one of two camps, kayaking fishing and gardening , or enjoying travelling .
Gayle is excited to be part of Council as we develop new Housing initiatives, Strategic Plan and other updated tools for the Township to  use in the coming years . 


Mayor Kukko has called Nipigon home since 2006. Born and raised in Thunder Bay, Mayor Kukko holds a Bachelor of Fine Arts from York University and worked as a film/video producer/writer/director in Ottawa for six years. She was a program assistant at the Family Place in Nipigon for seven years, and the Economic Development Officer at the Township of Nipigon for six years. She has been the North Shore Tourism Coordinator at Superior Country since November 2020. She enjoys spending time with her family, teaching Zumba, running and travelling.

COMMITTEES: Thunder Bay District Municipal League, Public Works Committee, Culture and Recreation Committee, Quad Council.

Role of the Integrity Commissioner

Municipalities are required to provide access to an Integrity Commissioner. The Integrity Commissioner’s role is to perform, in an independent manner, the functions assigned by council with respect to:

  • applying the local codes of conduct for members of council and certain local boards
  • applying local procedures, rules, and policies governing the ethical behavior of members
  • applying certain Municipal Conflict of Interest Act (MCIA) rules to members
  • requests for advice from members of council and certain local boards respecting their obligations under:
    • the local code of conduct applicable to the member
    • local procedures, rules or policies governing the ethical behavior of the members
    • certain sections of the MCIA
  • providing educational information to the public, the municipality and members of council and certain local boards about local codes of conduct for members and about the MCIA

The Commissioner’s functions also include conducting inquiries into requests from council or a local board, a member of council or a board, or a member of the public about whether a member of council or a local board has contravened the applicable code of conduct. If the Commissioner reports that, in their opinion, a member of the council or local board has contravened the code of conduct, the municipality may impose a penalty in the form of a reprimand or a suspension of pay for a period of up to 90 days. It is up to the municipality to decide how to proceed after an Integrity Commissioner’s report. Some municipalities have considered measures that may be outside a code of conduct process, such as requesting an apology and/or removing the member from committees.
